Culture fits both as a source of poor decision making as well as the source of the solution. An organizational culture that forbids employees from contributing their opinion encourages the status quo trap. Thus, people would less likely agree to give their views concerning the organization problem since organization culture has modeled them to be more receivers than contributors. An organizational culture that promotes openness in communication and decision-making make it hard for bias to exist since it allows ideas to be shared, evaluated and implemented.
