I think bottom-up is the best decision making procedure. In this process, many people from the different involved departments are consulted (Davenport, 2013). The result is a better decision that truly reflects the problem and different alternative solutions. In my organization, most of the time, the top-down approach is utilized. In this case, management makes decision instructions is passed down to departments.
